I never had to address that issue. I would tackle this either by renting a room in a motel. Or I'd put the port where my boat is and mention I live in a boat.

So I was DQed for this months august recruitment drive.. is their going to be a recruitment drive for september?

Drives are handled on a case-by-case basis decided by the needs of the faction. It's typical to have monthly drives, but not a certainty. We can't say for sure whether or not there will be a drive in September.

I'm currently in the LSPD as an Administrative Clerk II, and the LSFD as an academy student (both on different characters, of course) am I still able to apply on another character if I can be sure I'll be able to keep up with the required ABAS?

This is acceptable per our double faction rules. Please make sure you file a
double faction request here, which is considered automatically approved.

You can attempt to join, there is a test you receive that determines if your English is good.

What happens if we don't have the WP balance to use "name-change" when our character gets killed in action? Do we have to go through all the application steps again or you guys provide name-change balances for SD members?
