Vespucci's been a hotspot of criminal activity for a long time, notably more recently with the Tiny Raskal Gang.
Kal is an OG within the Tiny Raskal Gang and has since been terrorizing the Melanoma area, after a murder gone wrong, LSSD would have picked him up walking down the street, holding the same firearm that was used in the murder.
