If I failed my final examination, will I have to do everything again or just the examination part?

You have to re-apply from scratch, but you'll be allowed to skip the Written Test (as per TB Command).

Is there a timeline for recruitments, such as when the results of the written tests are returned? I understand the people working on them do this as a hobby and are not under an obligation to do it as soon as possible, I'm just curious is all.

90% of WT apps have been graded. You can expect a reply in a week or less as command has been notified.
