While the Los Santos County Sheriff's Department provides basic animal welfare services, the Department is placing a tender for privately-operated veterinary clinics or practitioners to assist with animal care needs. Duties will include emergency treatment, routine check-ups, spaying/neutering, vaccinations, and other general veterinary services. Services will be on an "as and when requested basis," with no guaranteed minimum or maximum number of calls. The Department will operate on a "first come, first serve" basis and put out a general call for veterinary services to contracted providers via a private communication channel available to registered veterinarians or clinics under the contract. Multiple opportunities are available for individual veterinarians as well as larger clinics or organizations.

A) PROJECT AND TENDERS

1.0 Term of the Contract
  • The contract, once signed, remains for an indefinite amount of time until one party elects to terminate the contract. Termination may be conducted unilaterally by either party and no additional remuneration is required past any balance owing for services rendered.
2.0 Requirements
  • Veterinary service providers must hold appropriate licenses and certifications required to practice veterinary medicine within the State of San Andreas. Providers must also have access to a facility or mobile unit equipped for treating domestic animals and small livestock as per state and local laws.
3.0 Costs and Payment
  • All costs and pricing must be made plain to the Los Santos County Sheriff's Department upon submission of the bid. Authorized payments are listed below.

    Annual Examination & Vaccination - $7,500 (variation up to $2,000 to allow for exceptional circumstances)
    This section encompasses scheduled preventive care, including a physical assessment specifically aimed at evaluating overall health and administering necessary vaccines to protect canines from prevalent diseases for the year.

    General Examination - $6,000 (variation up to $1,000 to allow for exceptional circumstnaces
    This section encompasses examinations tailored to address unusual symptoms, behaviors, or changes noticed in the canine by the handler, ensuring timely diagnosis and appropriate care.

    Dental Work - $7,000 (variation up to $1,000 to allow for exceptional circumstances)
    This section encompasses canine dental care, including professional teeth cleaning, scaling, polishing, and extractions.

    Callout - $8,000 (variation up to $2,000 to allow for exceptional circumstances)
    This section encompasses requests that require the deployment of a veterinary with an adequate vehicle (provided by the contractor) to treat the canine on the field or collect the canine for transport and treatment.

    Emergency Trauma Care - $10,000 (variation up to $2,000 to allow for exceptional circumstances)
    This section encompasses immediate medical attention for canines experiencing severe injuries or life-threatening conditions. It includes stabilization, diagnostics, and urgent treatment to address critical situations.

    Surgery - $11,000 (variation up to $4,000 to allow for exceptional circumstances)
    This section encompasses surgical procedures, from routine operations like spaying and neutering to more complex or emergency interventions. Non-emergency surgery must be approved by the Detail Commander of the Canine Services Detail.

    Other services - $5,000 (variation up to $1,000 to allow for exceptional circumstances)
    This section encompasses any other veterinary services not included in any other section.

    All exceptional circumstances and specific prices must be specified in the initial bid and may not vary.
4.0 Conditions of Service
  • Contractors may only provide services if expressly requested by an employee of the Los Santos County Sheriff's Department prior to commencement of services. Self-initiated services are not permitted under terms of the contract and cannot be billed. Contractors must ensure that the health and welfare of animals are prioritized, and the instructions of the authorizing employee are followed precisely to ensure contract fulfilment. Deviations may result in non-payment and could lead to contract termination under section 8.0.
5.0 Record Keeping
  • Contracted providers will be required to maintain detailed records of services rendered, including but not limited to: date and time, the LSSD employee authorizing the service, animal details (species, breed, identification information), and treatment provided. Record-keeping templates will be provided on the LSSD website ((LSSD Forums)).
6.0 Provider Liability
  • As independent contractors, the Los Santos County Sheriff's Department assumes no liability for the actions of its contractors who fail to fulfil the scope of their duties. Contractors must carry applicable insurance for themselves or their employees. The Department will not provide excess remuneration for damages to the contractor’s equipment, facility, or personnel incurred during the performance of official duties. The LSSD also assumes no liability for lost wages, profits, or business resulting from the performance of a contractor's agreed-upon duties.
7.0 Contractor Employment Status
  • Contractors are not provided any special privileges under the law and are considered civilian contractors of the County of Los Santos. Contractors are not deputized or considered peace officers within the State of San Andreas. Anyone employed under this veterinary services tender must not have a criminal record involving cruelty to animals or related offenses. Background checks may be conducted for all applicants.
8.0 Contractor Audit
  • The roles, duties, and conduct of all contractors and employees are subject to audit by the Office of the Sheriff or any of their appointees. Any concerns regarding conduct or quality of services may result in the immediate suspension or termination of the contract. Services determined to be substandard or not in accordance with the Department's requirements will not be compensated.

I understand that I am not entitled to financial remuneration upon the termination of this contract barring services completed to the expectations and requirements of the Sheriff's Department, and that it may be terminated for any reason at any time. I understand I will be notified of this termination immediately and that I will only receive compensation for services completed to the exact specifications of the agreement in the tender contract.
