Thomas Foley was swept up by authorities mid 2011 at the Fleeca Bank branch location on Great Ocean Highway alongside two other individuals following an investigation on a fraud ring operated out of Morningwood. Foley was caught trying to cash in a fraudulent cheque for $1,350 after the Los Santos County Sheriff's Department was alerted about a suspicious individual entering the establishment. Thomas Foley was caught in possession of the phony cheque as well as a forged San Andreas drivers license in the same name.
A search warrant execution stipulating the search of Thomas Foley's property on Alta Street uncovered card manufacturing equipment, $6,630 in cash and a dozen blank credit cards embossed with stolen details. The Los Santos County Sheriff's Department also uncovered multiple social security cards and numerous bogus driver licenses, all with Thomas Foley's photo printed. Thomas' fraud conspiracy had an approximate of $47,220 in losses to more than 26 victims and several, major financial institutions.

Thomas Foley was incarcerated at the Twin Towers Correctional Facility in early 2012 and was sentenced to 8 years imprisonment. Thomas Foley was since released after serving the full sentence, enduring a denied request for the early release program.
