In the interest of transparency, a rolling log of certain disciplinary actions will be maintained and submitted within this section. Typical disciplinary actions listed are those that result in a permanent mark on the Employee's personnel records and include Formal Reprimands, Admonishments, Suspensions, and Discharges. Verbal warnings or similar verbal counselings are not included in these reports.

All reports listed are to be subject to change without notice. Reports listed may be incomplete and may have some disciplines sealed from public release. Reports are submitted in rolling batches and not as they occur. Some reports listed may have been reverted or struck from the Employee's personnel records. Reports listed are not in order of the date they were issued.

How Do I Make A Complaint/Commendation?

You may make a complaint/commendation in person, or by calling or writing to any Sheriff’s station, jail or facility. If you write, your complaint or commendation does not have to be on any special form. When you make your complaint or commendation in person, ask for the Watch Commander or person in charge. The Watch Commander will listen to your matter and fill out what we call a Service Comment Report. For additional information on filing a complaint call our non-emergency hotline, 901.

What Happens After I Make A Complaint/Commendation?

The Sheriff’s Department will look into your matter and talk to the people involved. Please give us a list of people you think we should talk to that can give us specific information about your matter. The amount of time it takes to complete a complaint or commendation review or investigation depends on many factors and can vary from a few days to several months.

You can check with the Sheriff’s Department at any time about your matter. When we are finished looking into the matter, we will write and tell you what was decided. The Department may find that your matter is substantiated and take appropriate action with respect to the employee.

On the other hand, the Department may not find enough information to substantiate misconduct on the part of our employee. In any case, you will be notified in writing of the outcome of the investigation.

This portal will guide you through the questions needed to submit either a complaint or commendation involving our personnel. You may submit your online complaint or commendation by filing the below digital form and submitting it through the Complaints and Commendations Portal.

Legal Requests and Subpoenas

Requests, subpoenas, and other legal matters may be made to the Legal Advisory Unit, Internal Affairs Bureau, by sending a message to the same inbox. There is no mandated form for this. Do note that the Department may be open to negotiating and reaching a settlement prior to a litigation being filed as well.

Employees will be required to keep a log of their services rendered as well as a maintained employee roster. Employees not listed on the roster will not be permitted to conduct duties under the contract. The following form is to be submitted to the Sheriff's Contracts office (( posted in this forum )) upon a contract for service being signed by the appropriate LSSD employee. For payment to be received, the form must be properly up to date and all employees and calls for service logged. Incomplete forms will result in the suspension of payment until the next 2 week pay period.

Employees will be required to fill out a form (reply to their contractor's main topic) every time a vehicle is towed. The company will then be required to tally up the total amount of services rendered and submit their form on the 1st and 3rd Fridays of each month along with a total bill. While the Los Santos County Sheriff's Department and City of Los Santos operate wreckers and tow trucks, the Los Santos County Sheriff's Department is placing a tender for privately towing companies to assist with towing work. Duties will include vehicle recovery, impounding, motor vehicle collision cleanup, and vehicle transport. Services will be on an "as and when requested basis" and no guaranteed minimum or a maximum number of calls can be provided. The Department will operate on a "first come first serve" basis and put out a general call for wrecker services for contracted trucks to attend via a private radio frequency available for drivers and operators registered under the contract. Multiple opportunities are available for single owner-operators as well as larger organizations.

A) PROJECT AND TENDERS
1.0 Term of the Contract
  • The contract, once signed, remains for an indefinite amount of time until one party elects to terminate the contract. Termination may be conducted unilaterally by either party and no additional remuneration is required past any balance owing for services rendered.
2.0 Requirements
  • Companies conducting towing services must be in possession of a licensed utility vehicle capable of safely transporting passenger and light commercial vehicles within San Andreas law and local ordinance.
3.0 Costs and Payment
  • All costs and pricing must be made plain to the Los Santos County Sheriff's Department upon submission of the bid. Authorized payment per request is $3,000 with variation permitted to allow for exceptional circumstances up to $1,000. These circumstances and specific prices must be specified in the initial bid and may not vary.
4.0 Conditions of Service
  • Contractors may only initiate service if expressly requested by an employee of the Los Santos County Sheriff's Department prior to commencement of service. Self-initiated service is not permitted under terms of the contract and cannot be billed. Contractors must ensure that third-party property is handled with care and instructions of the authorizing employee are followed to the letter to ensure fulfilment of the assignment and therefore the contract. Any deviation will result in non-payment and may result in termination of the contract under section 8.0.
5.0 Record Keeping
  • Contracted companies will be required to maintain record of services rendered including but not limited to; date and time, the LSSD employee authorizing the duty, and information relating to the vehicle. Mandatory record-keeping information will be provided on the LSSD website ((LSSD Forums)).
6.0 Employee Liability
  • As an independent contractor, the Los Santos County Sheriff's Department assumes no liability for the actions of its contractors who fail to fulfil the scope of their duties. Contractors must carry applicable insurance for themselves or their employees and no excess remuneration will be provided for damage to the contractor's property or personnel in the commission of official duties. The LSSD is not liable for any damages, injury, or death to any of its contractors during normal commission of duties. The LSSD does not assume liability for any lost wages, profit, or business due to the commission of a contractor's agreed-upon duties. Damage to third-party property during the commission of duties is bared solely by the contractor.
7.0 Contractor Employment Status
  • Contractors are not provided any special privileges under the law and are considered civilian contractors of the County of Los Santos. Contractors are not deputized or considered to be peace officers within the State of San Andreas. Anyone employed under a towtruck contract tender may not have a criminal record that includes felony convictions. Non-violent felonies may be reviewed on a case-by-case basis.
8.0 Contractor Audit
  • The roles, duties, and conduct of all contractors and employees is subject to audit by the Office of the Sheriff or any of his appointees. Any concerns about conduct may result in the immediate suspension or termination of the contract. Services determined to not be up to standard and to the requirement of the Sheriff's Department will not be paid for.

This thread is for members of the community who wish to roleplay within the jail for long periods of time and have charges in which they can roleplay around.
  • Fill the relevant format in.
  • Wait until reviewed and approved.
  • When approved you'll be given the inmate group so you can see the forum boards and contribute. You will also be told what charges are placed on your record as well as what wristband you've been given.
  • Coordinate with a member of the faction's supervisory team in-game and let them arrest you at the jail, or /report in-game for an admin to place you in jail. You may also use /jrequest and ask to be put in jail, do not spam this.

— 100 FACILITY INFORMATION
  • The Twin Towers Correctional Facility also referred to in the media as Twin Towers Jail, is a complex in Los Santos, San Andreas. The facility is located on Sustancia Road in Los Santos and is operated by the Los Santos County Sheriff's Department.

    The jail consists of two General Population (GP) Units housing up to maximum security inmates and one Secure Housing Unit (SHU) used to hold offenders with serious behavioral or management concerns. Each unit is capable of operating independently of each other, with GP units having independent dining rooms, clothing distribution rooms, libraries, chapels, indoor gyms and jail industry workshops. The facility also has a healthcare services building.

    Inmates serving their sentence at the Twin Towers Correctional Facility may be sent letters and care packages. Care packages can only be received from pre-approved addresses and contacts. Inmates may also send mail to pre-approved addresses. Inbound and outbound mail is thoroughly inspected by jail staff before delivery. Any attempt to smuggle contraband inside or outside of the institution through the mail may be met with criminal prosecution.

    Inmates assigned to General Population Units may use Twin Towers-provided phone services when not engaged in other activities to contact numbers pre-approved from jail staff. Inmates in a Secure Housing Unit placement may not make phone calls, exception made for emergency situations.

    The usage of facility phones is a privilege which can be revoked at the discretion of Deputies, such as for a violation of jail rules. All phone calls are recorded and may be monitored or reviewed.
— 102 VISITING AN INMATE
  • Members of the public may arrange in-person visits with inmates incarcerated in correctional facilities. Prior to arriving at the visit location, members of the public must ensure they possess a valid form of ID. Accepted identification must contain a photo. The following may be used as accepted identification:
    • Any United States Driver's License
    • Armed Forces Identification Card
    • Any United States or international passport
    You cannot visit if you have been to state prison, currently on parole or probation. If you have a warrant or do not have a valid form of government-issued identification visitation will not be permitted.

    — Rules and Regulations
    • Visitors shall put all their personal belongings in the designated lockers. Only an ID and a single key are allowed on the visiting floors.
    • All Minors under the age of 17 must be accompanied by a parent. A legal guardian with the appropriate paperwork to verify legal guardianship. Children/Minors count as one visitor regardless of age. Children/Minors cannot be left unattended; no facility childcare available. Unattended children/minors can result in banned visiting privileges.
    • A maximum of two people is allowed per each inmate visiting session. Children [17 and under] count as one visitor regardless of age.
    • Visitors are not to be under the influence of any alcohol, narcotic or drug and will be subject to arrest.
    • Visitors are subject to search at any time while on the property. Random security checks of persons and/or their property are conducted and considered necessary to provide safety and security for the facility, inmates, employees, and visitors.
    • Visitors shall not wear clothing items similar in color to those worn by jail staff or inmates.
    • Visitors are expected to dress modestly.
    • Clothing items that cannot successfully pass a metal detector need to be removed prior to the visit taking place.
    • Members of the public may not bring in any items except religious or medical devices.
    • Visitors must consent to a terry frisk prior to entering the visitation room and once leaving, if visitors do not consent to said frisk, they cannot progress with the visitation and will be denied entry to the facility.
    • Visits may be non-contact, contact or professional, depending on the placement level of the inmate being visited, decisions made by jail staff and wishes expressed by visitors.
      • In contact visits, the inmate and the visitor are allowed to sit on the opposite side of a table and contact is allowed.
      • In non-contact visits, the inmate and the visitor are separated by a transparent pane of bulletproof glass and are required to speak via the use of phone.
      • In professional visits, the inmate and the visitor can, but are not limited to use a private room with CCTV coverage but no sound recording; professional visits are limited to attorneys admitted to the State Bar.
    • Visitors and inmates may only speak in English throughout the duration of the visit.
    Other rules not listed on this page may apply to the visit due to department policy, circumstances or jail staff decision. These rules also must be respected at all stages of the visit.

  • Q1. How often do you open recruitment? When will it open next?
    • We currently hire at the start of the month for a period of roughly eight (8) days. Please check for an up to date Hiring Status topic in this forum.
    Q2. I'm already in another faction. Can I still join the LSSD?
    Q3. I have an admin record. Can I still join?
    • Recent administrative action is considered grounds for an automatic disqualification. We consider recent administrative action to be any administrative punishment (account warnings, kicks, jails, and bans) less than two months old. We also reserve the right to disqualify applicants with particularly lengthy or egregious admin records at our discretion.
    Q4. What is my forum name expected to be? Can I change it?
    • We use the Firstname Lastname ("John Doe") format on these boards. If you need to change your forum name because it does not follow this format or because it does not reflect the character you will be applying under, please see here.
    Q5. Does the LSSD have activity requirements?
    • The LSSD requires a minimum ABAS (average of on-duty hours over 30 days) of 0.5. This equates to roughly 30 minutes a day over the rolling period of 30 days.

      We do not have any mandatory jail/custody hours (time spent roleplaying inside of Twin Towers Correctional Facility), but it is expected that you are still taking the initiative and going on jail duty when required.
    Q6. Do I need legal or law enforcement roleplay experience to be successful in the LSSD?
    • No! You do not need to have any previous experience with either law enforcement or legal factions in order to be successful within the faction. We have a field training program that trains new faction members in both LSSD and general law enforcement culture. All we ask is that you embody the values set forth in our mission statement.
    Q7. I'm currently banned from another legal faction. Can I still apply?
    • We do not automatically disqualify due to bans from other legal factions, but we will evaluate the circumstance to determine if we believe it may prevent you from being a good fit for the faction.

    • You may request a new forum name here. Applicants must request their new forum name in a Firstname Lastname (e.g., "John Doe") if they intend on applying to the faction, or otherwise intend on using this forum for roleplay purposes.
    Q4. I have a recent admin punishment or a lengthy record. What do I do?
    • An applicant's background is thoroughly reviewed by their background investigator. Usually, an applicant's background is not an issue if the most recent punishment was, at the time of posting, two months old. However, this is not a hard rule, and a background investigator may disqualify an applicant for their administrative record as they deem appropriate.
    Q5. How long do I need to wait to reapply after being disqualified?
    • Generally, you are allowed to reapply after 3 weeks of being disqualified. If your character is denied for purely in-character reasons, such as criminal record, you might however reapply under a new name/character with permission from TB Command.
    Q6. What are the activity expectations of the faction?
    • You are required to have an ABAS of 0.2 hours / 30 days as non-sworn/civilian staff. This is a 12 minute per day average across the last 30 days. Of course, it's entirely up to you to accumulate it to fit your schedule (you can play 10 hours a day and not play for 3 days, etc). Overall we are lenient and understanding when it comes to legitimate absences due to real-life obligations and whatnot.

Parole eligibility is currently based on an inmate's criminal history and track record within their assigned correctional facility. Application can be filed individually, by one's legal counsel, or by special counselors assigned to inmates through LSSD services. General eligibility criteria is defined below:
  • An inmate shall have served at least half of their definitive sentence before they are being able to apply for early release (if currently pleading not guilty and awaiting trial, parole is not an option).
  • An inmate shall have a positive track record for the time they have served in custody (no more than 2 writeups; no segregation, or otherwise any kind of severe disciplinary taken against them).
  • An inmate shall submit to the Statutory Parole Requirements, General Conditions of Parole, and any special conditions imposed on a case by case basis when the initial parole offer is made.

(( The Out of Character expectation of anybody requesting parole is that they are going to be roleplaying being a parolee accurately. Appropriate character age and time spent roleplaying in jail is taken into account, as well as realistic charges for which one might request parole. Enrolling in parole is usually a length and rewarding process to roleplay out on early release and members of this faction are committed to ensure the proper environment for it is provided to anybody interested. ))
