(( COMMITMENT TO PROVIDING QUALITY ROLEPLAY.
The faction will always, before anything, pride itself in providing equal, fruitful and quality roleplay to the server. The faction will always prioritize quality over quantity. Confiscating a lot of guns and/or weapons will not help you advance to the next rank. Locking up people for reckless driving will not advance you to the next rank. Jumping between calls in-game will not help you advance to the next rank. This faction's motto has and will always be: "We're not here to police the server, we're here to provide quality police roleplay."

PASSIVE ROLEPLAY.
In this faction, we aim to also conduct passive roleplay. Upon joining this faction, you are expected to provide and generate roleplay on your own. Other members of the faction will not spoon feed you roleplay, and no one is obligated to. Roleplaying a unique and realistic character is encouraged. You do not have to roleplay a perfect textbook deputy. No one is going to belittle you for wanting to roleplay a fat Cantonese deputy who failed detective school and became a traffic deputy and so on. The faction encourages unique but also realistic roleplay concepts.

PLAY-TO-WIN.
This faction will not tolerate any instances of play-to-win mentality. As a law enforcement officer, you are given an enormous amount of both in-character and out-of-character power, and with that comes responsibility. You are expected to treat other members of the community with courtesy at all times. As a cop, you have the power to turn a scene into a good or bad roleplay scenario. Roleplay the situation out when possible. If someone's fighting with your character, don't immediately pull out a taser as a first resort and start spam tasing them. Forcing your character to find a well-hidden firearm or drug will achieve you nothing out-of-character. Forcing a player to roleplay a gun on their person because the server rules dictate "what is on is on you" will achieve you nothing out-of-character.

OUT-OF-CHARACTER COURTESY
A big part of providing quality-police role-play is ensuring that the other parties that you are interacting with are having an enjoyable, interactive experience. This also works to diminish play-to-win mentality and it helps bridge the gap between law enforcement and the wider GTA:W community. An example of this is being understanding towards other role-players on the server and not wriggling our way out of disagreements by simply saying "It's IC" and ignoring the other player's concerns. For example, if you arrest somebody and they question it out-of-character, take two minutes to explain it to them out-of-character and continue the role-play. Always imagine as if you were in their shoes and you were new on the server. Give other members of the community benefit of the doubt when possible. This effectively means, in a general context, be courteous. If someone breaks a rule, is not interested in role-playing or harasses you, report them and then move on and continue the role-play. Remember that we are all community members, not game administrators and we should not be taking their position. Give other members of the community benefit of the doubt when possible.

EMULATION OF THE REAL LIFE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT.
Our faction aims to emulate its real life counter-part, the Los Angeles County Sheriff's Department, whenever deemed feasible and possible. While we cannot do a carbon-copy of everything one-to-one because of video game limitations, the faction will emulate and portray certain aspects of the its real-life counter part where and when possible, as long as there is no detrimental gameplay repercussion. As such, you are expected to research and accurately portray a real life deputy of Los Angeles County Sheriff's Department in a modern day setting.

CLOSING STATEMENT.
The faction recruitment process is a very complicated process where multiple people are involved in reviewing your app, including a member of the Executive Staff. Law enforcement factions in the past has been very focused on operational efficiency and have often sacrificed role-play. In the Los Santos County Sheriff's Department, role-play should come first before anything else. We expect you to role-play a realistic character, as well as provide high quality and equal role-play to all parties involved. Members should also promote the faction's out-of-character values, such as our guiding principle of providing quality police role-play to the server and not policing the server.

If you are not sure or are confused about anything, look for guidance from other members of the faction, higher ranks and experienced members. Don't berate others, but give them the benefit of the doubt. Be genuinely approachable to all, treat others how you want to be treated, and let these principles define how you carry yourself and how you come across to others.

Applicants who wish to appeal their disqualification may utilize this topic for reference. In the case you are disqualified from the hiring process, you can appeal your disqualification by composing a forum private message and sending it to the ASD: TB Command usergroup on the forums. There is no specific format to use.

Applicants must:
  • Formally appeal the disqualification within two (2) business days from the postmark date of their letter of denial and before the commission of the academy class.
  • Applicant must demonstrate that the factors leading to their disqualification are in error.
  • State your desired outcome or resolution from the appeal.
Do not approach or contact members of the faction or any pre employment investigators during this time, in-character or out-of-character. They are not able to assist you in any way, shape or form. Once you have sent the private message, be patient. You will get a reply in due time, typically before 5 days, though in some cases longer. Continuously contacting or pestering faction members about the status of your appeal or/and application can delay your response and complicate the process.

Once your appeal is sent, it will be reviewed by the Training Bureau Command team. You will then receive further correspondence, typically from the Pre-Employment Unit sergeant, through forum private messages regarding your appeal.

What if I am not satisfied with the outcome presented by Training Bureau Command?

The verdict is final, and can not be appealed further. It is the result of discussion throughout TB Command and is not the result of a single person handling your appeal.

SHERIFF GARY HEWITT

Sheriff Gary Hewitt was elected the 34th Sheriff of Los Santos County in 2022. Distinguishing himself as a straight shooter who speaks truth to power, Sheriff Hewitt commands the largest Sheriff’s Department in the United States, with nearly 18,000 budgeted sworn and professional staff.

Throughout his career, Hewitt has been assigned to several special response and incident management teams. He has volunteered with schools and mentoring programs, and has worked with the Department’s youth Explorer program.

Prior to his election as Sheriff, Gary Hewitt served multiple years in the Association of Los Santos Deputy Sheriffs as a Board Member in order to ensure that the rights of future Deputy Sheriffs would be protected.

DEPUTY-INVOLVED SHOOTINGS

Every deputy-involved shooting is traumatic for all involved. Each incident is unique and complex. As such, these incidents go through several internal and external layers of investigation and analysis.

The Sheriff’s Department conducts very thorough and clearly-defined investigations into shootings and uses of force. The Internal Affairs Bureau Force/Shooting Response Team conducts an administrative review of all deputy-involved shootings, when no one is struck by gunfire.

In every incident, multiple witness interviews, the examination of available video footage, and expert analysis of significant amounts of forensic evidence are required. Our understanding of these cases may evolve as additional evidence is discovered, collected, analyzed, and reviewed.

Our goal is that the attached documents may provide a better understanding of these complex incidents, based on the information currently available. In each document, redactions may have been made to protect the identity of involved parties and all juvenile subjects.

ABOUT THE STATION


The Senora Sheriff's Station traces its history back to 1900 when Mace Mays was elected as the first Constable of Sandy Shores. In the early days before the construction of the area's first sheriff's station, sheriff's offices were generally located in the back of other local businesses such as bars and car dealerships.

In 1937, Senora Station was opened at the corner of what is now Mountain View Drive and Alhambra Drive. The same year, the Los Santos County Sheriff's Department instituted its first two-way radio system. In 1961 the station's name changed to Tongva Valley Station and remained that until 1996 when it was moved to its current location and renamed to Senora Station once again.

Today, Senora Sheriff's Station is one of the largest in the county and is responsible for the largest patrol area at over 500 square miles, covering the entire northeast portion of the county. The station's service area includes: Paleto Bay, Mount Chiliad, Mount Gordo, Grapeseed, Raton Canyon, Sandy Shores, Grand Senora Desert, Harmony, Tongva Hills, Banham Canyon, North Chumash, Pacific Bluffs, Vinewood Hills, Richman, Del Perro, Rockford Hills, Vespucci, Little Seoul, Downtown LS, Vinewood.

Many opportunities for community involvement exist at the station. Citizens who wish to learn more about the Sheriff's Department and would like to get a taste of what day-to-day operations are like may sign up for a ride-along. STATION SPECIALIZED PROGRAMS

DETECTIVE
BUREAU

The Senora Station Detective Bureau provides criminal investigative services to residents in the station's service area. The bureau is divided into three teams which conduct investigations by a crime classification format, an Operations team which handles administrative/support services and acts as court liaison for the bureau, and a Special Problems Team. The bureau works closely in conjunction with other investigative units within and outside the department to solve complex crimes. It is also responsible for assisting law enforcement agencies within the station's service area that lack specialized investigative capabilities.

TRAFFIC
SERVICES

A unit of specially trained deputies provide traffic enforcement and investigative services to the station's service area. The unit is comprised of one sergeant, one coordinator, three traffic investigators, and up to 13 traffic enforcement deputies. Each member of the unit are trained to conduct crash investigations with investigators receiving additional training from the San Andreas Highway Patrol in crash reconstruction. Members are also trained and certified as motorcycle enforcement officers. The unit also administers the station's Off-Highway Vehicle Enforcement program.

NORTH COUNTY
CRIME IMPACT TEAM

The North County Crime Impact Team is a specialized proactive policing team formed to provide coverage between Senora, Paleto Bay, and Palomino Stations. It targets and suppresses crime through directed patrol efforts, surveillance operations, community outreach, and investigations, both independently and in conjunction with other investigative units. Members of the NCCIT are often called upon to provide additional manpower resources to resolve special problems in the three stations' service areas.

CANINE
TEAM

A team of six deputies and one sergeant along with their canine partners provide 24/7 support services to patrol deputies and detectives assigned to the station's service area. They also provide support for other law enforcement agencies on a mutual aid basis. Before assignment, both the handler and the canine must undergo a 240 hour basic course that is certified by the San Andreas Commission on Peace Officer Standards and Training. Canines assigned to the station are trained in narcotics detection, firearms and explosives detection, and apprehension.

RESIDENT
DEPUTIES

Resident Deputies serve residents of rural communities within Los Santos County by connecting them with a law enforcement point-of-contact who understands that communities' unique and specific needs. On top of their general law enforcement duties, Resident Deputies employ their specialized training and a variety of equipment to tackle community-specific problems. As subject matter experts on their communities and the local terrain, Resident Deputies are often called upon to assist with search and rescue efforts. Resident Deputies receive cross-training as Emergency Medical Technicians and Rescue Technicians.

SEARCH AND RESCUE

Founded in 1965, the Senora Search and Rescue Team provides 24/7/365 on-call search and rescue services throughout the the Senora area. The team is comprised mostly of civilian volunteers some of whom are also cross-trained as level II reserve deputy sheriffs. A number of full-time deputy sheriffs also volunteer their time to the team. Some of the team's capabilities include ground search and rescue, rope rescue, emergency medical care, rescue vehicle operations, swift water rescue, and helitack operations. Members of the team have proudly provided their services throughout the United States and even internationally.

SPECIAL ASSIGNMENT TEAM

The Davis Sheriff's Station Special Assignment Team is made up of 1 sergeant, and a group of deputies. This team of highly energetic and motivated deputies is undoubtedly the backbone of the Davis Sheriff's Station.

The team's main objective is to enforce laws to improve the "quality of life" issues in the city. In addition, issues, the team is tasked with coordinating various operations, including: Graffiti Abatement, Bicycle Enforcement, Beach Enforcement, Homeless Outreach, Driving Under the Influence Enforcement, and Alcohol Beverage Control (ABC).

In line with the factions launching of the Law Enforcement Technician role, a stepping stone into becoming a Public Response Dispatcher, it is only fair that the faction provide a degree of insight into how we roleplay our radio usage. This will give players a better idea of whether or not the role is suited to them or not, but also give wider GTA World community members some information if they are simply a little curious about how things work.

Radio System

The LASD uses an old and redundant system: every time a deputy keys their radio, a channel is assigned between that radio unit and a free dispatcher. This is where the “busy” tone activates; whenever a deputy is speaking with SCC, no other unit on that channel will be able to transmit and there will be a repeating solid busy-warning that transmits every couple of seconds. Likewise, whenever a dispatcher speaks (e.g., to voice a call for service), the channel is assigned. The dispatcher can also self-assign channels via their computer.

This radio system is considered to be a simplex system. Keep that in mind.

The Patch

The LASD’s normal radio system runs on a simplex system, whereas two individuals (a field unit and an SCC dispatcher) communicate, or a dispatcher voices a call. This is inconvenient for emergent situations which require multiple units. Therefore, deputies can request a duplex patch (most commonly referred to as simply “the patch”), which patches in other units on that frequency to that generated simplex channel between the unit and SCC. In other words, SCC can patch other units into their channel with a unit. [...]

Here’s a good example of how the patch functions.

Dispatching

Whenever a person dials 911, they are connected to their closest sheriff’s station (e.g., Lost Hills). The deputy or civilian dispatcher will take the call, interrogate, and put it into the system. One of three things may happen:
  1. The call is sent to SCC to be voiced (emergent calls);
  2. The call is voiced by the station desk over L-TAC (priority calls); or
  3. The call is sent to the MDC of a unit by the station desk (routine calls).

Radio Channels

For the most part, radio channels are divided into the following:
  1. Dispatch;
  2. Local TAC (L-TAC);
  3. Area TAC (A-TAC);

L-TACs are used for unit coordination on incidents and for car-to-car speak (units may ask a unit if they are “by,” or on the radio channel, and may ask SCC to have the requested unit switch to the channel (10-31) if they need them on L-TAC). A-TACs are used to coordinate larger incidents using multiple units from multiple areas [...]

IN-GAME

Now that you know how SCC is run (roughly) in real life, let’s discuss how we can translate this to in-game roleplay and radio operations.

Radio System

The faction roleplays that our dispatch channel is a simplex channel, as it is in real life. Therefore, units are not able to hear each other — units reserve the channel when they transmit. Faction members can roleplay being assigned a call via their MDC by simply responding (/rs) to the call.

The Patch

Units may request the patch during emergent situations — although most commonly over Teamspeak, deputies may request it in-game for when their situation does not require OOC voice communications. Members roleplaying as SCC are to give the deputy the patch when appropriate. For example, the following are all appropriate (assuming 226K is requesting emergency clearance/the patch):
  • "Unit with emergent, go";
  • "Go"; or
  • "226 King, you're on the patch, go."
Requests

Deputies should run requests (e.g., ambulance/902R) through SCC, and SCC should be handling any intradepartmental communications (departmental) [...]

  • DISQUALIFICATION
    The background questions in the Application are utilized to ensure candidates meet the standards of the Los Santos County Sheriff's Department. Candidates who fail any background question(s) will be disqualified from all Los Santos County Sheriff's Department examinations for which they applied, and will have to wait until the next recruitment at minimum to reapply or three weeks from the date of denial if 'open continuous' is ongoing.

    WRITTEN TEST (WT)
    Candidates who pass the Application will be brought over to one of the Department's facilities to take part in an examination session among other candidates. Passing the written test may be your first step to becoming a member of the Los Santos County Sheriff’s Department. The test consists of questions designed to measure your reading, writing, and reasoning skills. These basic skills are essential for success in the Sheriff's Communications Center. Candidates will be allowed one (1) opportunity to pass the Written Test. If a candidate does not pass the WT, the candidate must wait three (3) weeks before he/she can reapply.

    The written test requires you to write an essay in response to a general subject question. The essay will be evaluated based on your written communication skill and demonstrated effectiveness in judgment and decision-making and behavioral flexibility. There is no right or wrong answer to the question. Each candidate's response will be unique to that candidate, based on his or her life experiences.

    Candidates are not successful in the Essay for numerous reasons, including the following:
    • Using poor examples that fail to showcase their abilities and potential
    • Failure to provide enough details that would make the essays clear and easier to understand
    • Failure to stay on topic (i.e. rambling, too much detail, or irrelevant information)
    • Failure to provide all information asked for in the essay questions (i.e. did not completely answer the questions)
    • Lacks adequate written communication skills (i.e. English usage, grammar, spelling, punctuation, etc.)
    (( After completing the IC essay, you will be required to answer a series of OOC scenario-based questions. This step includes and focuses on a rigorous OOC mindset test used to establish the candidate's motive in joining the faction and their mannerisms/style of role-play. As our faction's goal is to provide an environment conducive to good role-play for all players, players who have the wrong mindset will be weeded out through this questionnaire. Candidates receive a private message (PM) on these forums with instructions on how to complete this step.

    Due to the fact that the Written Test is primarily OOC focused, applicants who have previously passed the Written Test on any character within the past three months do not have to complete it again. ))

    STRUCTURED INTERVIEW (SI)
    Candidates who pass the Written Test will participate in a Structured Interview (SI). The SI evaluates the candidates' experience, problem-solving ability, Department knowledge/interest, interpersonal skills, community involvement & awareness, and communication skills. Candidates will be allowed one (1) opportunity to pass the SI. If a candidate does not pass the SI, the candidate must wait three (3) weeks before he/she can reapply.

    (( The Structured Interview consists of an in-character interview where the candidate must demonstrate their ability to accurately roleplay an interesting character in the US environment through realistic dialogue and interaction. ))

    PUBLIC RESPONSE DISPATCHER PROGRAM (PRDP)
    Candidates who achieve a passing score in the LETE shall be appointed the title of Law Enforcement Technician and be enrolled in the Public Response Dispatcher Program for ongoing training. The training shall take no less than four (4) weeks, during which Law Enforcement Technicians shall be observed by senior Public Response Dispatcher personnel who will assess their ability to operate as a Public Response Dispatcher. Upon completion of this training, candidates shall graduate and be appointed the title of Public Response Dispatcher I.
