If I'm interested in civilian employment on a character other than the one I resigned on, do I need to go through the reinstatement process as if I was returning as a deputy, or am I good to just submit an application?

As per the requirements, you need 15 hours on any character before applying. The character in question that you're applying on must exist at the time of your application.
