SanGang® Appeal Process

What is SanGang®?
SanGang® is a statewide database for registered gang members in the State of San Andreas. SanGang® was established in 2020 after the 71st San Andreas State Congress passed the Street Terrorism Enforcement & Prevention Act. SanGang® is administrated by the San Andreas Department of Justice and the San Andreas Attorney General. The objective of the SanGang® database is to provide law enforcement agencies with an accurate, timely, and electronically-generated database of statewide gang-related intelligence information. All records and information contained in the SanGang® database are confidential and are for the use of law enforcement agencies only.

The SanGang® system operates pursuant to the United States Code of Federal Regulations, title 28, section 23 (28CFR23), ad seq. as a Criminal Intelligence System.

Who has access to SanGang®?
SanGang® is not available to all law enforcement agencies or personnel. Only approved and trained law enforcement officers and support staff may access SanGang® information. Access and release of SanGang® Criminal Intelligence Information is on a Right-to-Know (A Law Enforcement Officer and Support Staff) and Need-to-Know (Legitimate Law Enforcement Purpose) basis only.

The LS County Sheriff's Department's Operation Safe Streets Bureau is responsible for the administration of SanGang® and maintains the database on the behalf of the Department. The Operation Safe Streets Bureau is responsible for the training of all personnel using the system.

There are circumstances where approved users may run proxy queries on behalf of other users who demonstrate a need-to-know and right-to-know, but there are restrictions on the number of times this may occur in a given year.

How are subjects added into the SanGang® Database?
A suspected gang member or a suspected gang associate may initially be entered into the SanGang® database and designated as a gang member or a gang associate if a minimum of two unique criteria* are found to exist through investigation by a trained law enforcement officer, and not without a law enforcement agency’s reasonable suspicion, provided the gang’s existence has been, or is concurrently, documented in the database.

All criteria must be supported by lawfully obtained source documents. Examples of source documents may include, but are not limited to, arrest reports, field interview cards, photographs, and jail records.

All proposed entries made in SanGang®, and related intelligence data, must be reviewed and approved through a supervisory review process.

How can I find out if I am in the database?
You, or an attorney working on your behalf, may submit a written request to the LS County Sheriff's Department to determine if you are listed in the SanGang® database.

The LS County Sheriff's Department will provide an answer regarding whether you are designated in SanGang® If you are a juvenile person under 18 years of age, your parent or guardian or an attorney working on your behalf may submit a written request.

Please note, if responding to an information request from either an adult or a juvenile would compromise an active investigation or the health and safety of a juvenile who is designated as a Gang Member or Associate in the SanGang® database, the LS County Sheriff's Department is not required to provide a response.

If I am in the SanGang® Database, how can I be removed?
If you, your parent or guardian if you are a juvenile, or an attorney working on your behalf, have received written notice from the LS County Sheriff's Department that you are designated in the SanGang® database, you, your parent or guardian if you are a juvenile, or your attorney, may submit a written request to contest your designation in SanGang®. This written request must be submitted to the Professional Standards Division of the LS County Sheriff's Department.

Please note, the LS County Sheriff's Department will provide a written response within 30 days of the submission of your request for removal. If the LS County Sheriff's Department denies your request for removal, the Department's response will include the reason for the denial. If the LS County Sheriff's Department does not provide a response within a 30-day period, the request for removal from SanGang® should be considered denied.
To note, Section 307 of the STEP ACT does not mandate the Law Enforcement Agency to provide thorough information that supports the basis for the designation of Gang Affiliate in the SanGang Database.

What does the SanGang® appeal process consist of?
Once a request for a SanGang® appeal has been received by the Professional Standards Division, the Professional Standards Division will liaise with Operation Safe Streets Bureau in order to ascertain the background surrounding the submitted SanGang® record. In cooperation with Operation Safe Streets Bureau, the Professional Standards Division will determine if the SanGang® submission was lawful. If it was not, the record shall be removed and the complainant shall receive a letter within thirty (30) days of the record being removed.

If the submission is found to be lawful, the complainant will receive a letter notifying them of such within thirty (30) days. If the complainant does not receive such a letter, the complainant can consider their request to be removed from SanGang® denied.

The following form may be used to request for the removal of a person from SanGang®. It may be e-mailed to the LS County Sheriff's Department Professional Standards Division.

Investigators Seeking Information on Bail Absconder

On August 28th, 2023, investigators with the Los Santos County Sheriff's Department apprehended Avery Lafayette, 44, for failing to appear before a criminal trial. Lafayette along with his wife, Dionne Lafayatte, 44, absconded from their agreed upon bail release and led investigators on a week long manhunt of the two.

Los Santos Police pulled Lafayette over in an unregistered vehicle after he failed to come to a stop at a controlled intersection. Lafayette led LSPD officers on a brief chase before they were able to stop and capture him. The Los Santos Police informed LS County Sheriffs of the arrest and investigators were able to pick him up from their custody.

Dionne Lafayette is still at large and is believed to be carrying a large sum of cash on her which is aiding her escape from law enforcement. Investigators believe that she may be hiding out of the City of Los Santos and may have changed her appearance. We ask for anyone who may have information or know the whereabouts of Dionne Lafayette to please come forward to Major Crimes Bureau investigators. As always you can pass this information along anonymously by phone or in person at a LSSD station.

GRASS ROOTS FOUNDER MISAPPROPRIATES $3.6 MILLION IN DONATIONS; AVERY LAFAYETTE AND WIFE DIONNE CRIMINALLY CHARGED

On July 31st, 2023, Los Santos County Sheriff's Detectives from the Major Crimes Bureau executed an arrest warrant for Avery Lafayette, renowned founder of the charity organization Grass Roots, on multiple charges of felony fraud, felony embezzlement, and false impersonation.

The investigation was triggered when Avery Lafayette, already in custody on unrelated aviation operation charges, voluntarily confessed to his involvement in financial crimes. In cooperation with the District Attorney's office, Lafayette divulged details about misappropriating funds within the Grass Roots organization, which included purchasing personal assets like a boat and a helicopter.

The Major Crimes Bureau and District Attorney's Special Prosecutor are currently conducting a meticulous examination of records related to over $3.6 million in donations collected by Grass Roots. The charity organization was actively using Avery Lafayette's personal bank account to manage its financial assets.

The District Attorney's office is playing a crucial role in the investigation, working closely with the Los Santos County Sheriff's Department to ensure a thorough and fair examination of the case. Further updates will be provided as more information becomes available.

4. Hiring Process
  • DISQUALIFICATION
    The background questions in the Application are utilized to ensure candidates meet the standards of the Los Santos County Sheriff's Department. Candidates who fail any background question(s) will be disqualified from all Los Santos County Sheriff's Department examinations for which they applied, and will have to wait until the next recruitment at minimum to reapply or three weeks from the date of denial if 'open continuous' is ongoing.

    WRITTEN TEST (WT)
    Candidates who pass the Application will be brought over to one of the Department's facilities to take part in an examination session among other candidates. Passing the written test may be your first step to becoming a member of the Los Santos County Sheriff’s Department. The test consists of questions designed to measure your reading, writing, and reasoning skills. These basic skills are essential for success in the Sheriff's Communications Center. Candidates will be allowed one (1) opportunity to pass the Written Test. If a candidate does not pass the WT, the candidate must wait three (3) weeks before he/she can reapply.

    The written test requires you to write an essay in response to a general subject question. The essay will be evaluated based on your written communication skill and demonstrated effectiveness in judgment and decision-making and behavioral flexibility. There is no right or wrong answer to the question. Each candidate's response will be unique to that candidate, based on his or her life experiences.

    Candidates are not successful in the Essay for numerous reasons, including the following:
    • Using poor examples that fail to showcase their abilities and potential
    • Failure to provide enough details that would make the essays clear and easier to understand
    • Failure to stay on topic (i.e. rambling, too much detail, or irrelevant information)
    • Failure to provide all information asked for in the essay questions (i.e. did not completely answer the questions)
    • Lacks adequate written communication skills (i.e. English usage, grammar, spelling, punctuation, etc.)
    (( After completing the IC essay, you will be required to answer a series of OOC scenario-based questions. This step includes and focuses on a rigorous OOC mindset test used to establish the candidate's motive in joining the faction and their mannerisms/style of role-play. As our faction's goal is to provide an environment conducive to good role-play for all players, players who have the wrong mindset will be weeded out through this questionnaire. Candidates receive a private message (PM) on these forums with instructions on how to complete this step.

    Due to the fact that the Written Test is primarily OOC focused, applicants who have previously passed the Written Test on any character within the past three months do not have to complete it again. ))

    STRUCTURED INTERVIEW (SI)
    Candidates who pass the Written Test will participate in a Structured Interview (SI). The SI evaluates the candidates' experience, problem-solving ability, Department knowledge/interest, interpersonal skills, community involvement & awareness, and communication skills. Candidates will be allowed one (1) opportunity to pass the SI. If a candidate does not pass the SI, the candidate must wait three (3) weeks before he/she can reapply.

Character Background & Portrayal
An everyday average Joe background story is perfectly acceptable to use when joining the department. You do not need a unique character backstory to join the faction. People become police officers for all sort of reasons. Your reasoning to become a police officer does not have to be inspired from a cliché story. Cliché stories are unoriginal and frowned upon. These stories can be anything from my [insert family member here] was a police officer to my [insert family member here] was killed in the line of duty and that's why I want to become a police officer. These stories are not very realistic and make your character appear as the main character in a Batman-driven vengeance story. For example, a character who is stuck working a dead-end job and merely wants to become a police officer for the benefits associated with becoming a police officer (relatively higher pay and more career opportunities) is OK and definitely more realistic than a cliché story. In essence, a "boring" character is completely fine to join the department. This is line with what the faction looks for in applicants.

Originality
Your out-of-character background story must be completely written by you and only you, specifically for the purpose of joining the faction. Plagiarism is completely prohibited. Outside assistance of any shape or form will result in a permanent faction ban imposed against you.

Character Name(s)
Having an outlandish and/or an 'unique' character name can be and is grounds for denial. For example, a full blown Japanese outlandish character name like Kiyabu Suzume will likely get you denied for being too outlandish. In a similar fashion, while a generic name in itself is not necessarily ground for denial in itself, it is frowned upon. It is recommended that you avoid generic names. These are combinations of names like "James Smith" or "John Smith". These names generally give a bad impression.

Immigrant Characters
While people who immigrate to the United States can become cops, the naturalization process and obtaining U.S. citizenship in general can be a very cumbersome, lengthy and tedious process. Immigrant characters are something a lot of people do not roleplay appropriately or get right when they choose to apply. As such, those who choose to apply immigrant characters can expect to be scrutinized heavily and be held to a higher standard than an otherwise American-born character.

U.S. Military Characters
This is something also a lot of individuals get wrong. It is perfectly realistic for a retired U.S. Military character to become a peace officer as long as the background story makes sense. If you're applying with a U.S. Military character, do your due diligence by researching how the military works. Similar with cliché stories, do not overdramatize your story. This is frowned upon. Keep things simple and realistic.

Hiring Process
  • DISQUALIFICATION
    The background questions in the Application are utilized to ensure candidates meet the standards of the Los Santos County Sheriff's Department. Candidates who fail any background question(s) will be disqualified from all Los Santos County Sheriff's Department examinations for which they applied, and will have to wait until the next recruitment at minimum to reapply or three weeks from the date of denial if 'open continuous' is ongoing.

    WRITTEN TEST (WT)
    Candidates who pass the Application will be brought over to one of the Department's facilities to take part in an examination session among other candidates. Passing the written test may be your first step to becoming a member of the Los Santos County Sheriff's Department. The test consists of questions designed to measure your reading, writing, and reasoning skills. These basic skills are essential for success in the Sheriff's Academy and on the job. Candidates will be allowed one (1) opportunity to pass the Written Test. If a candidate does not pass the WT, the candidate must wait three (3) weeks before he/she can reapply.

    The written test requires you to write an essay in response to a general subject question. The essay will be evaluated based on your written communication skill and demonstrated effectiveness in judgment and decision-making and behavioral flexibility. There is no right or wrong answer to the question. Each candidate's response will be unique to that candidate, based on his or her life experiences.

    Candidates are not successful in the Essay for numerous reasons, including the following:
    • Using poor examples that fail to showcase their abilities and potential
    • Failure to provide enough details that would make the essays clear and easier to understand
    • Failure to stay on topic (i.e. rambling, too much detail, or irrelevant information)
    • Failure to provide all information asked for in the essay questions (i.e. did not completely answer the questions)
    • Lacks adequate written communication skills (i.e. English usage, grammar, spelling, punctuation, etc.)
    (( The Written test consists of a series of OOC scenario-based questions. This step includes and focuses on a rigorous OOC mindset test used to establish the candidate's motive in joining the faction and their mannerisms/style of role-play. As our faction's goal is to provide an environment conducive to good role-play for all players, players who have the wrong mindset will be weeded out through this questionnaire. Candidates receive a private message (PM) on these forums with instructions on how to complete this step. ))


    ACADEMY TRAINING
    The Sheriff's Academy is a twenty (22) week training program held at the Eugene Biskarrat Regional Training Center. Classes are conducted Monday through Friday and some weekends and holidays. The Academy days are generally two and one-half hours long and may be conducted in shifts. Throughout the academy program, recruits will also participate in regular physical training. Knowledge, skill, and task competence will be assessed.

    (( In-game academies are on weekend days. One session favors a North American timezone while the other favors an European timezone. From a realism perspective, all applicants would undergo a rigorous 22-week long process at the Eugene Biskarrat Regional Training Center. However, for roleplay purposes, this is condensed into a one-time few hours long session. ))

    Final Examination
    At the end of their Sheriff's training, all recruits will sit for their final examination. This final examination tests recruits on numerous subjects concerning law enforcement, including but not limited to: case and common law, law enforcement procedures, Department policy and procedure, first aid and CPR, and more. Upon successfully passing the final examination, recruits will be appointed to the Department as Deputy Sheriffs and assigned to one of the many jail facilities before moving onto patrol school and starting the Field Training Program within their patrol assignment.

Essential Job Functions
  • WORKS IN A CUSTODY OR COURT SERVICES ENVIRONMENT
    • Enforces/ensures compliance with Federal and State laws, local ordinances, and judicial compliance orders as necessary.
    • Guards, transports, and maintains the security and safety of sentenced and pre-sentenced inmates by enforcing detention policies and procedures.
    • Oversees the work of and instructs a group of inmates assigned to various operations, maintenance, or other rehabilitative activities.
    • Operates a computer terminal to obtain criminal history information including warrants or other holds, and updates classification or housing information as necessary.
    • Secures prisoners and their property and monies as necessary in compliance with departmental policy and procedures including juvenile detention policy and regulations.
    • Performs various law enforcement duties during a local state of emergency.
    DRIVES A RADIO CAR PATROLLING AREAS TO DETECT CRIMINAL ACTIVITY, PROTECT LIFE AND PROPERTY, AND PRESERVE THE PEACE
    • Enforces Federal and State laws and local ordinances.
    • Pursues suspects on foot or in a vehicle.
    • Subdues resisting suspects utilizing necessary force, including firearms, to maintain law and order and ensure personal and other's safety.

    Involves frequent heavy lifting over 25 pounds, often combined with bending, twisting, or working on irregular surfaces; and occasionally requires extraordinary physical activity.

    PHYSICAL REQUIREMENTS
    Candidates must be in good general physical fitness and free from any medical conditions that would interfere with the satisfactory performance of the position of Deputy Sheriff Trainee.

(( COMMITMENT TO PROVIDING QUALITY ROLEPLAY.
The faction will always, before anything, pride itself in providing equal, fruitful and quality roleplay to the server. The faction will always prioritize quality over quantity. Confiscating a lot of guns and/or weapons will not help you advance to the next rank. Locking up people for reckless driving will not advance you to the next rank. Jumping between calls in-game will not help you advance to the next rank. This faction's motto has and will always be: "We're not here to police the server, we're here to provide quality police roleplay."

PASSIVE ROLEPLAY.
In this faction, we aim to also conduct passive roleplay. Upon joining this faction, you are expected to provide and generate roleplay on your own. Other members of the faction will not spoon feed you roleplay, and no one is obligated to. Roleplaying a unique and realistic character is encouraged. You do not have to roleplay a perfect textbook deputy. No one is going to belittle you for wanting to roleplay a fat Cantonese deputy who failed detective school and became a traffic deputy and so on. The faction encourages unique but also realistic roleplay concepts.

PLAY-TO-WIN.
This faction will not tolerate any instances of play-to-win mentality. As a law enforcement officer, you are given an enormous amount of both in-character and out-of-character power, and with that comes responsibility. You are expected to treat other members of the community with courtesy at all times. As a cop, you have the power to turn a scene into a good or bad roleplay scenario. Roleplay the situation out when possible. If someone's fighting with your character, don't immediately pull out a taser as a first resort and start spam tasing them. Forcing your character to find a well-hidden firearm or drug will achieve you nothing out-of-character. Forcing a player to roleplay a gun on their person because the server rules dictate "what is on is on you" will achieve you nothing out-of-character.

OUT-OF-CHARACTER COURTESY
A big part of providing quality-police role-play is ensuring that the other parties that you are interacting with are having an enjoyable, interactive experience. This also works to diminish play-to-win mentality and it helps bridge the gap between law enforcement and the wider GTA:W community. An example of this is being understanding towards other role-players on the server and not wriggling our way out of disagreements by simply saying "It's IC" and ignoring the other player's concerns. For example, if you arrest somebody and they question it out-of-character, take two minutes to explain it to them out-of-character and continue the role-play. Always imagine as if you were in their shoes and you were new on the server. Give other members of the community benefit of the doubt when possible. This effectively means, in a general context, be courteous. If someone breaks a rule, is not interested in role-playing or harasses you, report them and then move on and continue the role-play. Remember that we are all community members, not game administrators and we should not be taking their position. Give other members of the community benefit of the doubt when possible.

EMULATION OF THE REAL LIFE LOS ANGELES COUNTY SHERIFF'S DEPARTMENT.
Our faction aims to emulate its real life counter-part, the Los Angeles County Sheriff's Department, whenever deemed feasible and possible. While we cannot do a carbon-copy of everything one-to-one because of video game limitations, the faction will emulate and portray certain aspects of the its real-life counter part where and when possible, as long as there is no detrimental gameplay repercussion. As such, you are expected to research and accurately portray a real life deputy of Los Angeles County Sheriff's Department in a modern day setting.

CLOSING STATEMENT.
The faction recruitment process is a very complicated process where multiple people are involved in reviewing your app, including a member of the Executive Staff. Law enforcement factions in the past has been very focused on operational efficiency and have often sacrificed role-play. In the Los Santos County Sheriff's Department, role-play should come first before anything else. We expect you to role-play a realistic character, as well as provide high quality and equal role-play to all parties involved. Members should also promote the faction's out-of-character values, such as our guiding principle of providing quality police role-play to the server and not policing the server.

If you are not sure or are confused about anything, look for guidance from other members of the faction, higher ranks and experienced members. Don't berate others, but give them the benefit of the doubt. Be genuinely approachable to all, treat others how you want to be treated, and let these principles define how you carry yourself and how you come across to others.
